I believe a way to help increase the sliding would be to have a shield with more.. sharp curvature? links shield meets in the middle to form almost a.. \|/ kinda structure. that would allow it to sort of carve its own path through the sand would it not? and then you have the right idea with a toboggan, it has no pours. but you may need something sturdier. perhaps fibreglass?

I’ve tried “shield surfing” with a sled on snow, and iirc, it helps to get a bit of momentum. On snow, wiggling is often enough, but on sand, carefully jumping onto a sled on the ground may work better (assuming you don’t slip and fall, which is very possible.)
