It's literally just a handful of people trying to do Global coverage (because Activision doesn't want to pay for actual real security). That means there are only one, maybe two working at it at one time. That makes it a HUGE job that they have to take in shifts, otherwise they would not have 24 hour coverage. But I have yet to see somebody get banned mid-game. :P
