That is an understandable question. In the west especially, people who are not western are judged on a different standard. They are understood by the public to be more violent and commit crime, but are protected by the state for political interests, so westerners fear stopping them. I see non-western people committing crimes regularly when I go to American cities, and it's basically considered racist to try to stop them. If they are ticketed or arrested, they dont pay and the judge usually does not convict. It may sound crude, but if you go to the subway in New York or San Francisco, you will without a doubt witness what I described. Why do you think Japan is so safe in comparison?

That other side is the group of foreigners who dont acknowledge cultural differences. They are too used to their own culture and laws and seem to complain when an another country’s society functions differently and tend to misbehave in a new environment. Me as a foreigner seriously apologize for such a behaviour from our own people. Not all foreigners are so disrespectful. For everyone trying to protect him about his conduct in japan and saying "He didn't do anything wrong, he's a good person" Please wake up. He committed multiple crimes, ran and lied from the authority, disrespected the Japanese community, took advantage of their generosity and good will and Even if he faked everything, the whole purpose of that video was just plain dumb, He could've just hitchhiked or stayed in the most popular city of Japan but instead he does this. He also "Apologized" to the Japanese Community saying that the video wasn't intended or meant to make them feel bad, coming from the same person who went into japan with the sole intent of breaking their law and acting like he's completely unaware of what he did something wrong. He didn't even properly shoutout the competitors or plug their channels in the description despite saying otherwise in the video. AND because of his actions, Foreigners are following his steps and it's leaving a really bad impression for us tourists since they represent US.

Yup, and as a Japanese person I was shocked to learn that millions of people around the world somehow evade railway security and get free rides like in nyc. I think its such a serious and rare crime here because we have great railway security systems and our school education also teaches us to be well mannered law abiding citizens. Also the fact that public transportation is really cheap probably contributes too

Oh and of course, the law says basically "You can't arrest someone because he's part of a gang/criminal organization" even if you know what they are doing.
