yes apparently, the Army Focus - Homeland desc said attack and def on core territory, i thought "core territories" is the starting territory in this case when you play as New England in 2ACW and choose Homeland Army Focus, the buff only apply when on the starting territories (because its the core of NE) not the territories you conquer after. cmiiw
