Clearly you don't understand health and safety. The fact that he is breaching a standard or a safe working procedure means he's doing something that has been deemed unsafe. There are a number of reasons they are not supposed to drive vehicle onto the back of a truck. Collision with the truck and not least when getting out of the vehicle they have to walk on the edge of the bed of the truck whilst at a height. Therefore deemed to be working at height with no protection. Next....

In actual fact it isn't a police compound, it's a secured site for the storage of recovered or confiscated vehicles. Police forces do not have their own 'compounds' anymore, due to budget cuts. They used to have 3rd party companies take vehicles to their own compounds, owned or leased to police forces, but now they are operated by 3rd party companies like Mansfield, crouch, Westbourne and Savannah. All the proceeds from the fines etc, go to these companies. if there are court fines, they go to her Majesties Courts and Tribunals service, to pay for prisons, courts and associated staff, including immigration detention centers.

I had a thought about the whole "You could be a competitor stealing our company secrets" line. Ask them "Who is your competitor then?" and "Why don't you buy a drone and steal their secrets?" They're so sure that filming into private property is illegal that they never consider doing it themselves.
