I used to tutor kids, who would tell me they just weren't smart, generally just because they were learning something they didn't already know. I reminded them learning is smart. No one knows everything. And people who are smart about one or two things can be incredibly dumb about others. My feeling is that the "education" 45 referred to isn't necessarily college. But something else. I've been called stupid for having no street smarts. Personally, I think formal education level doesn't matter, unless the person is functionally illiterate (which I know there are a large number in the US who can't read beyond 6th grade). I think it has more to do with risk tolerance, empathy levels, seeing big pictures vs the individual picture, and apathy.
