I have a problem. Whenever I try to naval invade Netherlands and sends submarine to Leningrad and stops it at right place the ship dosen t listen to me and go to Leningrad also the sea where I need sea dominance is blocked saying that I need base nearby. Can you help?

try loading the save from main menu, sometimes naval regions bug out, if it wont work then try timing it so that it passes by when you are about to attack, also make sure you don't run out of oil
