My theory behind the transition to dedicated servers is so leveling can track between all the games (zombies, multiplayer, and war zone). There might’ve been a way to do it without dedicated servers but likely more easily exploitable.

The reason for the dedicated servers in zombies is to prevent people using tools to give god mode, super jump and stuff like that. All previous CoD's it has been possible to do in private games since the games were hosted on the pc/console.
