It doubles power if the target is grounded during electric terrain, and still gives you the 30% boost if you're grounded during electric terrain. I did not find a single reputable source that says otherwise.

@@jennische4208 in gen 8 you can get egg moves onto pokemon after they hatch by deleting a move and putting them in the daycare with another pincurchin that has sucker punch. It's how I got wish onto a vaporeon I found in a raid.

If we add up the usage percentage numbers for all dark types, we get ~107%, but for ground we get ~39% assuming I did my math right (I don’t care enough to go through multiple times and make sure I was right). There are several top tier dark types, and only a couple grounds. On top of that, more big threats are weak to electric than psychic as showcased in this video. Plus, Rising Voltage has a higher BP under terrain and Pincurchin is more likely to be run with offensive investment and item rather than Indeedee’s more common defensive role. It just simply has much better coverage and notably higher damage.
