Well why don't you go join the police department so you can show how you'll do it different. Let's see how long it takes before you realize just going up to the guilty party and asking did you do it you're going to get the same answer as you would from an innocent party. There's also a high probability of the guilty party fleeing or attacking and that's why there's procedures of detainment for the investigation.

The smart cop takes the complaining party along during the search for the suspect....Once the complaining party can positively identify the bad guy,,the cop can act....lot more efficient, and a lot less invasive on this department's facebook page...You'd figure a sergeant would be able to figure that out.
