16:23 basically every consonant has its own sound when its placed at the bottom (when its at the bottom we call it a batchim). there are only 7 different sounds you can make with the batchim, and all of ㄷㅌㅅㅆㅊㅈ and sometimes ㅎ make a ㄷ sound when placed as the batchim. so similarly to 셋, 빛 is pronounced "bit" when its not before a vowel (the batchim rules don't apply when before a vowel) we don't put any air into the ㄷ sound when its a batchim btw! if you wanna learn more maybe you can google "batchim rules"
