A lot of it also could just be lack of knowledge. Judy has said that it's very easy to open a salon there so that makes me think they don't have super stringent licensing requirements which also probably means minimal if any required hygiene education.

This MUA is also very talented , obviously. The make-up she did is suitable for evening. The make-up the other MUA did , the best cheapest reviewed was a daily make-up and he got the foundation shade right and even if he didn't have proper tools, he did a very clean, beautiful make-up.
