I think you have to hit $1800 now instead of $1200 for a handpay, and possibly when it is won as a jackpot as opposed to several smaller wins.

I played a machine on jubilee that had a similar situation where you had to get all twenty to win ten thousand dollars, I got 19 of them.That was so frustrating! The most i have won. at one time is twenty six hundred. I won over $1100 on the last night on firenze by hitting five different little jackpots. I love it when it happens the first night and the last night.
