Depends upon the posting. Like IPS officers are heading premium institutions like, CBI , CID , IB, RAW, ITBPS, BSF, CISF, CRPF, SSB with no to minimal interference of IAS officers. Also depends upon the process/system which districts/states are following. Like in the places where commissioner system is applicable IPS is more powerful as all excise , Arms and few more departments automatically comes under IPS because commissioner of that zone is of IG rank IPS. On the other hand IAS possess more powers where we have district systems, also majority of the ministries are being headed by IAS officers like secretary, chief secretary, principal secretry. And don't forget one of the luxurious post which is cabinet secretary. So both are elite services and they almost work together for the betterment of the society.

Seeing innumerable rights of aggreived clients being realised with the help of admin and police we feel very good indeed.The culture of a society is not all fiction.It reflects reality as well. We foreigners can see in the sops how scared the police is in accepting a very small bribe. That assures there is rule of law in India and even powerful agencies of the state are scared of the law. The length of arguments between the enforcemennt and the clent/ suspect on an open street also shows the restraint and civility of the former. In many societies they would have started charging battons much earlier. This is heartening.
