Technically yes.. he did sexually assaulted her. BUT unlike other assaulters, he actually apologized with the acknowledgement that he was wrong and kissed her once more only because she gave permission: "just do it again." Plus the joke is set up in how Spencer is desperately trying to cover his lie to his grandfather, she comes in angry and about to tell him off, in an act of desperation to not blow his cover he kisses her. His grandfather leaves feeling awkward at Spencer's PDA and once he leaves the room, Spencer apologizes to her and her deadpan, strict reaction being to "do it again" meaning she liked it. It's several jokes in just 15 seconds and it's delivered perfectly by everyone.

Wismeiry Rich Well that depends on how the joke is handled like this and who the character is. In a later episode of iCarly there’s a older creepy guy hitting on Carly and I don’t find that funny. I get there are jokes where the purpose is for the audience or character(s) to be uncomfortable but that one didn’t land.
