On March 17, the president of the International Criminal Court (ICC), Judge Piotr Hofmanski, announced that the court has issued an arrest warrant for Russian President Vladimir Putin, accusing him of responsibility for war crimes allegedly committed during Russia’s ongoing invasion of Ukraine.

This has great symbolic importance even if he never faces trial. It's important that there is an official international stance on Putin's actions. I wish international leaders had taken a stronger position when he was liquidating dissidents abroad. You cannot tolerate the Litvinenkos, Nemtsovs and Politkovskayas and expect the perpetrator to just stop there. Instead they will gain confidence and carry on. Our leadership in Western Europe is guilty of turning a blind eye because of expediency and money. The lesson's not really been learned, given the awful end meted out to poor Mr Khashoggi with no real consequences for Bin Salman. Easier said than done, I suppose, but enough real political will to send a clear message just doesn't seem to be there.

Unless the UN Security Council actually files a pursuit, the ICC cannot arrest for many reasons: 1) current leaders of States cannot be arrested; 2) Russia (like Ukraine and the USA) is not party to the ICC. With a clear resolution from the UNSC (impossible) or UNAG (General Assembly, possible), then an arrest would be legally possible, but still would not happen (at least, not until Putin loses his protection).
