Yes, I believe that is the reason they did so, and it was smart. I would guess that the crimes committed by Hamas need to be judged in context. When you do that, you realize that majority of blame needs to be placed on Israel and sentencing needs to be first handed upon Israel before moving on to Hamas. Otherwise it's just hypocrisy and lacks moral foundation.

when the ICC prosecuted Chilean dictator Pinochet he got arrested in the UK. The UK failed to extradite him to Spain, where the accusation was filled so he got back to Chile and never to be judged. However, himself, his family and some of their collaborators never again could leave the country. No the UK or the EU can just ignore a prosecution from the ICC. It would at least to take a stance in international justice.
