You got the factory manager confused where you kept interchangeably referring to the coach as bogie. Bogies for them are each of the integrated wheel clusters on which the coach (or cab) rides. That's why he got confused and said we get the bogies from elsewhere.

The ICF Chennai is the worlds largest coach manufacturer. That's great, but I found something strange; 1. No one is wearing their uniforms. 2. No helmets are worn. 3. No safety shoes are worn by the workers. This is a safety hazard, and Compared to Cochin Shipyard, the working standards are far better in Kerala than any where in India. These has to be implemented to have a worldwide audience.
