I think the Lebanese government helped Israel pinpoint this commander. They must have asked Israel what would satisfy their retaliation without starting an all out conflict that would decimate Lebanon. So Israel probably said getting rid of this guy that they and the US have been after for years, was an inexpensive alternative. It was way too easy in my opinion.
