It's been theorized that the 400 days characters were originally supposed to be the group that Arvo was with in Amid the Ruins, but were replaced with the russians due to season 2's script going through a bunch of rewrites. They also pop up from time to time during Clementine's stay at Howes if you manage to convince them to leave their camp.
