Actually, it's way more common then you'd think! I've seen quite a number of Indians who speak almost perfect English, though they have been living their entire life in India. I think it's just that the way Indians are presented in mass media makes us think most of them have a thick accent (not that it can't be true though, just saying my opinion).

I want to tell everyone that learnt English after my 10th standard as all my subjects were in my mother tongue and then I studied in Government college in my locality, subjects were in English and then I started preparing for ilets for my work permit in Canada. I thought it was impossible to score 7 bands in any module. but with the help of this channel I was able to score 8.5 in reading, 8 in listening, 7 in speaking and 6.5 in writing.
