It's worse than that. Ash earned Pikachu's loyalty after protecting him from that flock of Spearow/Fearow. Gary isn't likely going to end up in that same situation, nor does he run into trouble the way Ash does, so he probably won't ever get the chance to earn Pikachu's trust!

But this is based on what happened in the anime. In the anime ash was so late to get up early that by the time he gets to professor oaks lab squirtle, charmander, & bulbasaur were taken by other trainers who were earlier to arrive on Prof Oak's Lab than Ash, so Prof Oak gave him the pikachu thay he caught but Prof Oak warns ash that pikachu is very stubborn

Remember: the Time machine exists canonically in pokémon games since Gold/Silver/Crystal; it allowed you to exchange pokémon with the past (aka: Red/Blue/Yellow).

This makes me curious if Gary actually travelled to the past to prevent Ash from choosing Charmander, and he got two other trainers to come in there and choose pokemon before Ash so that there woldn't be any left for him and it turns out there was a pikachu. And his plan worked, but he still lost to ash, so he just gave up on being a pokemon trainer and became a researcher like Oak.

You know what always confused me about picking Pikachu; Oak had three options for starters, and invited four children to grab them. Fun fact, ash was originally supposed to receive a Clefairy, but Pikachu was chosen because it was more popular, not to mention that many thought Clefairy was too girly og a pokemon for ash. the Pokemon that red canonically chose was Bulbasaur with blue receiving Charmander, and green, a female character that never made it to the final series, got squirtle. Ashs first choice In the first episode was squirtle, suggesting that if ash was the first one there, he would have chose squirtle
