If for example, Stretch showed up in Lamar Down and tried to kill Lamar, missed him/shot him in the arm, and then managed to escape, that would be attempted murder. But having a plan and intention doesn't count as an attempted murder

The thing to remember about Wei Cheng is that if you commit a felony and somebody dies during that felony you can be charged for murder. So when he sends his men to kidnap Michael in North Yankton (Felony Kidnapping Charge) everybody Michael kills would count as a murder charge for Wei Cheng.
