A few more things I noticed Gru did which are illegal: - During the scene where he has the idea to abandon the girls, they're climbing all over him and clearly not wearing seatbelts. It's the responsibility of the driver (Gru) to ensure all passengers are wearing seatbelts so he would likely get more points off his license for that. - During one of the sky chase sequences, there's a radiation symbol on some of the rockets, implying Gru may have access to nuclear weapons. A civilian having nuclear weaponry is obviously very illegal and likely a war crime.

Gru actually wouldn't be fined or punished for stealing the moon. According to article 2 of the Space Treaty, "Outer space, including the Moon and other celestial bodies, is not subject to national appropriation by claim of sovereignty, by means of use or occupation, or by any other means.The development of international space law has revolved much around outer space being defined as the 'province of all mankind'. This means that the moon is not owned by any person, enterprise, or government, and therefore Gru can not be charged for stealing it since it doesn't even belong to anybody

A total of somewhere between 28 and 34 different types of crime.

The thing is OSHA doesn't cover self-employment which is kinda what the minions are doing (choosing to just work for him) or other organizations/federations which you could argue the minions run their own organization and aren't bound by any nation. There's something you forgot to add: At 9:45, in addition to Gru's Reckless Driving charge, we see that the person on the guardrail is fishing. However, Gru accidentally knocks him over with the vehicle. Although the sea/water is right next to the person, he probably got serious injured due to the hard surface of the cliff. Due to this, I don't think this poor man made it alive. I'm counting this as Manslaughter. Even in a case where the person managed to survive, that may have been Battery. Also, if the person survived or died, this would (maybe) be Reckless Endangerment since he was on a cliff and was very close to falling off. (wait nevermind hes reckless endangering himself). (also the fishing pole might've broke so ill count that as property damage and would make gru pay atleast 35 dollars.) Because of the Manslaughter and Property Damage charges, Gru's sentence would be 90.25 years, $infinite criminal damage (infinity+35=infinity), 2 life sentences, his lair being shut down, and points taken off his license.

A couple days late, but something else worth mentioning are weapon laws. Not only is possession of a deadly weapon a crime in certain places (e.g. Gru bringing the fireball gun to the fair) but if we assume Despicable Me is set in America, weapon manufacturers require a licence, something no villains would have. This means that you can add the illegal manufacture of deadly weaponry to the list of crimes.

Assuming he doesn't have proper licenses for production, ownership, and the operation of his weapons, is speculation. It would never pass in a court of law. Gru is unpredictable, and he could get the necessary licenses. I mean, he attacks a line of people to get coffee, but then tips, he's not exactly a stable man.

Not really, since it’s clear that within the movie’s universe that the moon isn’t as important to the earth’s inhabitability as it is in real life. The entire planet would quickly become nigh unsurvivable after gru shrinks the moon. While there were some environmental effects shown, they were more so played for laughs and even then aren’t completely accurate to what actually happens.

Can’t forget gru and vector building and possessing weaponry that they definitely do not have licenses for and do not have stored legally or safely, gru and vector were also illegally flying homemade aircraft in airspace they definitely are not legally authorized for. The minion slave factory raises a lot of questions, and I’m not sure they’re entirely legal. The amount of construction gru and vector have done without permits is also questionable. And I would consider those people that got frozen in the beginning dead. No way you survive being frozen in solid ice. Gru and vector also operate with that villain bank, so there must be some form of charge related to that completely illegal business. Also vector definitely is not supposed to have a shark, and is definitely not treating it correctly. Gru stealing the moon could be considered a crime against humanity.

I'm not positive on the specifics of Piranha guns, and freeze rays, but in the US it is legal to make homemade firearms. Only time they need to be registered is in the process of selling/transferring ownership. Further, it's not a requirement to store weapons safely unless you have children in the house, as that is a case for child endangerment.

Judging only by some of the rocket's and missiles in his possession, both Gru and Vector would receive multiple life sentences merely through possession of nuclear objects beyond a certain weight. Also unless it has been changed I believe domestic manufacturing of nuclear or "dirty" weapons is one of the few felonies that would almost automatically get you the death sentence even in states without capital punishment. Being members of and participating in the League of Villians (can't remember the name) and the Bank of Villians would probably also constitute as espionage, participating in acts of terror and other charges. They would both most likely receive multiple death sentences. Nevermind stealing a pyramid or the moon (causing destruction on an apocalyptic scale)

The freeze ray is a lethal weapon because there currently isn't anyway to thaw someone from solid ice, the frost bite damage would be too high. Victor was attempted murder but he has access to movie science

In universe, freezing in ice doesn't seem to be a problem. But neither do missiles, so either it's all attempted murder or none of it is.

I guess it has to do with the fact that O'Hare's monopoly puts many people's lives in high risk of death from suffocation if they don't purchase air from him, whereas grand larceny of a displayable object doesn't directly endanger anyone.

The legal system differentiates between detonating an explosive device (of whatever nature) and killing people with it. Killing people by means that pose danger to public safety (like a bomb) is by definition murder (life sentence, 25 years in Germany), the detonation itself is without any punishment or by fine and up to 3 years prison (depending on the situation and possibility of harm). Detonating the nuke fulfills the same principles here although you will very unlikely not kill anyone with it and therefore very unlikely not fulfill the murder charge.

A lot of the traps Vector uses are likely illegal, many areas have laws on the books that you can't trap your property. If Emergency responders had to show up, or a random person happened across one of them, they've be horrifically injured.
