Those brainwashed aren't in control, as Hawk Moth's Akumas, according to Tales, give the user incredible power while making them serve the wielder of the Butterfly Miraculous without question, unless the possessed has an incredibly powerful will, as seen with Chloe throwing the photo away when HM tried to bring Queen Wasp back.

To be fair, minus some cases like Molak, Lady wifi, Chloe after character assassination and Lila, most of the akumatized villains (including Chloe pre character assasination) were manipulated by Hawk Moth and post akumatization their negative feelings were amplified, so it could be argued they were victims of manipulation and brainwashing, so they didnt acted by their own free will
