Technically it's not a monopoly as there's usually 2 or 3 other services of the same variety but they make back door deals to keep prices high and force users to pay those high prices as they're the only 3 companies. Think at&t and spectrum. It's a loop hole and a really scummy one.

Also, consider that Ratchet and Gasket wanted to make the entire city shiny with chrome/silver. This would turn the entire city into one big series of mirrors for the sun. This would allow the sun's rays to amplify within the city, blinding and baking/melting everything in and around it for, possibly, hundreds of miles until the city melted to the ground. Potentially killing thousands outside the city limits as well through car crashes, alone. They hold no Mayoral power and, therefore, are not in charge of the city. So, unlike MegaMind, while their resulting actions were accidental, they would be charged hefty fines in the millions and life sentences if not death.

I know one other crime Ratchet and Gasket have under their belts. The Chop Shop has incinerated parts of other robots, and I am sure a big portion of those robots (if not all of them) were still alive, so this can add a mass murder charge.

When Ratchet had Rodeny thrown out Rodney ended up being magnetized. Because of what happened less than a minute later in the "chase" scene the results of being magnetized could result in grievous bodily harm or death; this could result in a reckless endangerment or negligent homicide. Also while Ratchet was within his right to kick Rodent out of Bigweld Industries. We see later on that he had Rodney detained, making the use of a high-power electromagnet excessive force.
