Also, consider that Ratchet and Gasket wanted to make the entire city shiny with chrome/silver. This would turn the entire city into one big series of mirrors for the sun. This would allow the sun's rays to amplify within the city, blinding and baking/melting everything in and around it for, possibly, hundreds of miles until the city melted to the ground. Potentially killing thousands outside the city limits as well through car crashes, alone. They hold no Mayoral power and, therefore, are not in charge of the city. So, unlike MegaMind, while their resulting actions were accidental, they would be charged hefty fines in the millions and life sentences if not death.
