The Overlord chopped off Borg's right hand during the surgery. So mutilation should also be included in his charges. He also attempted to kill Garmadon by ordering Wu to push him off the helicopter. Also, it was all but stated that Iron Baron killed some of his fellow Dragon Hunters and pretended the Oni killed them.

Nah, that would simply be brainwashing via the great devourer which he 100% controls. The degree of control over Garmadon he has is unknown (although I assume not very much), so you can't charge him for something Garmadon did in (while corrupted by the Overlord, but nontheless) free will.

You could charge him for making the great devourer and it biting garmadon because that would gross negligence/brainwashing but everything garmadon does after would probably fall into the gross negligence/brainwashing charge since he didn’t have any control over Garmadon, really he just made him evil. You could really charge him with being an accessory to Garmadon’s crimes after he lands on the dark island though as he planned majority of plan and the stone army was his army.

In Ninjago, dragons are considered intelligent beings, making what the iron baron did cannibalism. There was other food available, as we hear them talking about roasted lizard, we see plants, and the dragons are eating somehow, so dragons are not the only food supply. Therefore, Iron Baron can be charged with multiple counts of cannibalism/murder, and the animal cruelty charges can be changed to slavery charges. Great job with the video!
