Due to these tests he developed or received a quirk called "High Spec" wich didnt only make him as smart as humans, it made him even smarter as most humans. Its unknown whether he was released or he escaped from the lab, but even though he helps mankind now by running UA, he still holds a grudge against humans for capturing him, as indicated during the Final Exams Arc, especially referring to the practical exam of Denki and Mina.

He isn't just a mouse, hes like a mix-up of different animals and also an extremely rare case of an animal manifesting a quirk. That is the reason he was experimenting on. But I was right, his quirk is what enables him to live like a human. As we now for sure he is a chimera (mix of different animals), it is obvious he would act like any other chimera if it wasn't for his quirk.
