The goal for Muzan was to become the perfect being, after Tanjiro gained immunity to the sun and left the battle field he would stop making more demons because there isn’t a need to, he can change his appearance freely so finding him based off looks is pointless, you can’t kill him since nichiren blades won’t work, sun light won’t work, and the medicine used to turn demons into humans would’ve been neutralized.
