I have a question: why didn't you count the negative sign in the second step for the bullet question?

The plus minus sign is important when you are dealing with multiple directions. Firstly you decide what direction is +ve, so any direction going against that direction will be -ve. The bullet question did not require a plus/minus because it was just a single direction dealt with :)

hmm i have a question shouldnt the initial velocity of a bullet be 0 instead of the final velocity as it is still inside the gun so there is no velocity

No, because the question doesn't say anything related to firing the bullet. The question starts with the bullet travelling with a velocity of 500m/s so that's why we will be using it as initial velocity
