Yes. You can upload digi-locker marksheet if you don't have original marksheet. Make sure you get the original marksheet during the time of admission though.

You will not get IISER Pune or Kolkata unless you get supremely lucky. However, you *may* have a chance at the lower ones for your obc rank. I'd recommend you take a drop, otherwise, wait till the IISER counselling if you get something good. Tier 3 engineering colleges will just pack you off to mass hires at 3 lpa, and then be done, with some often not even having proper teaching facilities If you're sure about its quality then you may go for it but the path to a good career will be extremely steep

I dont know why others are saying you won't get Kolkata but going by previous year cutoffs, Kolkata was available upto about 900 obc ncl rank. So you will surely get Kolkata. Not Pune though. Do some research into the tier 3 college and check out its placements. Dont take it if it isnt more 12 lpa. After graduating from IISER in 5 years, you can go for PhD abroad(abroad is better). PhD is completely free and you also get a stipend of about 1500-2500 euro per month . You can convert that to INR if you like. So you will start earning money after 5 years itself no matter what. Most importantly, don't trust youtube comments blindly and take advices. Do your own research and come up with your own conclusions. Spend a lot of time really making sure what you want to do.
