If those are not there then passing exam is useless. With our education system we are just creating people who can write very nicely after mugging up from the book. This may be happening because of not selecting students on only based on merit and giving chance to very low rakers students based on reservations. 60 percent reservation is extremely high, it will not create competive atmosphere and can bring low merit students low steam feeling when they see thier peer general category students are doing extremely well while some of them might be facing difficulties in getting mimimum passing marks. The placement companies even keep minimum cut off marks for selections. Extreme reservation can dilute the IIT brand and quality in long run.
