number of vehicles that had minimum speed of 50km/hr, because it is saying that number of vehicles that were exceeding speed limit ( which is 40) by atleast 10 km/h, and see the last two bars , these are of intervals 50 - 60 and 60-70 , remember that the endpoint is not included in intervals thats why we have not taken the values of category 40-50
