A registered voter is randomly chosen, not a random person. then why multiply 54x68 ?!?!

Out of 54 percent women registered voters, only 68% voted in the last election, hence 0.54*0.68 If all the registered women voters voted in the last election. it would be 0.54*1 which is 0.54N
