In normal situation, the wheels do NOT move if no one sits on it; it only moves around if one sits on it, I guess this is their safety feature, hope this helps.

In the Measurement section (on their site), it says it was tested for 110kg. I think most of their office chairs are the same, but you can double check it yourself. ;)
