It is and they were a proof. However, much like the Su-25 from purely engineering aviation standpoint it was a step backwards. Surprisingly that seems to be working just fine!

Pneumatic systems are less prone to freezing during winter, so it was heavily favoured by the Russians. It also didn't need flammable hydraulic fluid, so it improved safety of the crew.

Why didn't they put the oil cooler/radiator inside as well?

Obsolete design does not mean not useful in it's mission. Look at the success of the obsolete JU-87 and PBY Catalina in WW2. The Sturmovik was difficult to shoot down, and an inspiration for the USAF A-10.
