That's why you are supposed to clear your roof before moving the car. It looks like the right wiper was broken with how it couldn't park properly after it got overwhelmed, but that was the best possible outcome from this sort of negligence. Imagine that all slid off approaching a roundabout, you'd have wrecked from not being able to see. You were unbelievably fortunate it came down in manageable (barely) chunks (besides it getting stuck under the wiper like that) while going so slow.
