The exact number of trapped miners is irrelevant. But find out from those that have been rescued who hired them. That should not be hard to do for trained interrogators. Then take the necessary action. In the meantime, recue those who are still trapped underground as fast as possible, regardless of where they are from. For those who refuse to come out... no food and no water until they give in.
