The crit counter isn't broken. It's just that the description is worded in a way that can be misleading. When the upgrade said increase crit by 30%, that didn't mean it stacks with the previous upgrade. It means it's altering the effects of the previous level of that skill. RatNG lvl1: -15% Damage, +30% crit chance RatNG lvl2: -7% Damage, +30% crit chance (This means that the damage debuff went from -15% to -7%. The crit chance bonus went from +30% and stayed at +30%. It's not 30+30. It's 30 flat.) RatNG lvl3: +30% crit chance (flat 30% crit chance buff with no negative effects)
