When it comes to small age gaps involving minors, I treat it on a case by case basis. Something like 17 and 14 wouldn't be okay in my eyes since no 14 year old is mature enough to be dating a 17 year old (most 14 years olds can't even get jobs or drive, nor are thinking the same way a 17 year old would). For something like 17 and 20 it depends on the mentalities of both individuals, but I would never call something like this grooming or pedo activity since it's only 3 years which isn't an uncommon age gap at all and is not a big deal the older you get. I reserve serious terms like that for bigger age gaps like 4 or more years apart when it involves minors.
