There are lots of programs taught in English mostly for MSc and PhD. Children are taught in Portuguese alternatively, you can put your kids in any of the International schools where they are taught in English.

I'm considering coming to Lisbon, likely for a PhD but my 2 daughters are in secondary school and obviously don't understand Portuguese. Your Mum can only come for a visit with the 3 months Schengen tourist visa and not to come and live with you.

800 Euros as a closing balance for a student in Portugal. However, this video was several months ago and at the moment, the amount has gone up. You need to have at over a thousand euros.
