If you have Coil Gun it's a great artsgen and damage boost phys equip for Illya Edit: unless there is crit resist, in which case it's still a great artgen equip (1 arts/s)

Illya being OP makes sense with all her class cards, she might be one of the strongest servants in FGO plus Ruby being Kaleidoscope she has nearly infinite amount of mana, plus Illya is a holy grail, with it she can alter reality to some degree

Yes, Shalltear is built to be a dps. Illya is built to be a support or sub dps
