It will be treated as importing scrap rather than importing a car. Duties on scrap range from 5-15% depending upon the HS Code.

Even if you get it from Dubai you'll end up paying so much customs duty that it would be better to get it from India only. Moreover, you can't import left hand drives, so Dubai is out of the question.

The taxes were never 200%. Where have you read this info ? The taxes are 100%, which make the ex-showroom price 200%. eg. A product priced at Rs. 100, then taxed at Rs. 100, would cost you Rs. 200.

You can do that. However- 1. All e-challans would be billed in the name of the Ambassador 2. If the car meets with an accident then also the liability would be borne by the Ambassador, as the courts persecute the legal owner of the vehicle. So I don't think any high ranking officer would be comfortable in getting a car imported in his name for someone else's use.
