You were thinking of factored loading. This problem is pure elastic analysis. Wherein Allowable is nominal/FS. In this problem number 3 however, i explored that the given stress is Snominal rather than the Sallow which is = to Snominal/FS. This presumption of mine is justified by the choices. Hope i answered your question. ☺️
