They are punking each other not going out of their way to punk others who aren't in on. That's why on some of the truly god awful challenges (Sal having to be in a stranger's car), the "stranger" was in on it, because otherwise you'd be making someone feel they are being stalked and creeped on. That's pretty awful, even for few minutes. It rings a bit hollow to me though. There are several challenges and punishments were the focus is on being annoying to other people. An example includes the Library one. People going out of their way to be in a quiet place to study and the joke is on both the jokers and the audience

Even though Joe is my favorite joker, I feel like he doesn't really get challenged during punishments.
