I'm trying to figure out what it is about GTA IV that makes Carmageddon mod so much better on that game compared to GTA V. I think it comes down to GTA IV using a more advanced damage model and ALL the vehicles and AI use the physics simulation for driving all the time. Because of its larger scale, GTA V seems to rely on a less granular AI system that models patterns of traffic rather than the individual drivers and physics of cars, and only using that physics model when the player is close or otherwise interacting with the AI vehicle.
