Your ignorance really shows here because you don't even know that the ongoing construction activities at Segment 3 of MCE is actually done and funded by the Cebu Provincial government using its own money, not by the national government. Don't you even know that Duterte has long cancelled the MCE since last quarter of 2019? Visit DPWH, NEDA, ICC and BUILD BUILD BUILD websites so that you won't stay ignorantbof what your Duterte government is doing. The ongoing works in Segment 3 of MCE are part of the collateral of Cebu Provincial government to the total cost of the project. The Cebu LGU opted to spend its collateral to carry out the civil works in certain portion of the project hoping to encourage Malacanang to speed up the project because of Cebu's worsening traffic problems. However, without consulting the Cebu LGU, he unilaterally cancelled the project and decided to offer it to PPP. Upon knowing the cancellation of the MCE by Duterte and offered it for PPP, MPIC quickly submitted its offer to build the project in early 2020 before pandemic started. However until now, NEDA hasn't acted on it. Again, read truthful news, not fake news. I suggest you visit the government websites I suggested above because you will see all projects under BBB and their status. You'll be surprised to know that majority of them aren't started yet and some are suspended or a completion rate of only less than 12%. Now you know how Duterte admin is doing.

In national PPP projects, the private investors partner with the national government. In local PPP projects, the private investors partner with local government. In the case of CCLEX, the owners are Cebu City and Cordova, not the entire Philippines as you have heared through MPTC President Franco in this video. For national PPP projects, the owner is the national government. Don't you know that there's another local PPP project in the country today and that's the Makati Subway? Yes there are only two major public infrastructures in the country today which are under local PPP projects: CCLEX and Makati Subway.

Why do you keep claiming CCLEX as either Pnoy or Duterte project when it is a local joint venture project of Cebu City and Cordova local governments? CCLEX is not a national government project and certainly not a project of either Duterte or Pnoy. The project was proposed by Manny Pangilinan to the local councils and mayors of Cebu City and Cordova in 2014 and was approved in 2015. The joint venture agreement between the three parties: Cebu City, Cordova and MPIC was signed in April 2016. Duterte came into office in July 2016 and his BUILD BUILD BUILD Initiative was created in May 2017. So where's the involvement of the national government there?

The bridge final bidding was done in 2014, and it went through feasibility study for years. Maybe the previous admin has also have a credit as well as the current admin. Either it is private/public partnership the govnt also have a credit because you cant just build a bridge without the approval of the govnt. Whats good is that duterte continue the projects that were left halted and some were only planned by the previous admin, he is the president and he has a power not to. Unlike the previous administration which was the Aquinos where most of GMA’s project were stopped even though it is very beneficial to the people.
