19.2.4. A player who has become a substitute and a substitute who has become a player cannot respectively re-enter the game or leave the game until the ball becomes dead again, after a clock-running phase of the game

Ashleigh Baker but the ball did become dead again. Technically the ball hasn’t become live since it’s not been passed in, however, the time out being called is a seperate dead ball event which means the previous one is over. Which then means that it’s in two seperate dead ball events that those subs have occurred. My understanding of the interpretation is that during one dead ball event a player can’t go on the bench and then come back on. Foul shot goes in, foul shooting event over. Whistle blows to declare the ball dead again for time out. Seperate event.
