Well, this happens a lot. Many(not all) characters are modelled after or at least bear some resemblance to their respective voice actors. This is normally the case when the voice actors are well known and popular figures with distinct facial features and/or voices. It is done so that the voices fit the character better. It also helps the audience to relate to the character better. E.g. Zazu from The Lion King resembles a lot like his voice actor, Rowan Atkinson (eyebrows and all). You can find many more examples online.

Oh my god, I can't even begin to imagine how pain staking it must be using that GraFX Pad to sketch and draw frame by frame animation for the entire movie. Literally hundreds of thousands of frames. Kudos to all the artists involved.

People often overlook the amount of work it takes to make these films. The incredible films are nothing short of ....incredible. I hope they are at least voicing the 3 third movie. I couldn't help but notice Craid Nelson (Bob) voice wasn't as strong as it was in the first movie. It was a little softer. You can tell he's aging.

I think probably the audio recording. Because sometimes voice actors improvise and so they want to be able to animate that when it happens.

The audio comes first so that way they can lip sync the animation with the dialogue
