Can anchored object be under the text it's attached to?

Yes (if you mean lower on the page)... to set anchored object options, Option/Alt-click on the little anchor icon. If you mean set behind text (so text runs over the object), then sadly, no. Add your name to Adobe's User Voice request: indesign.uservoice.com/forums/601021-adobe-indesign-feature-requests/suggestions/34501561-anchored-objects-should-be-able-to-be-sent-to-back

And there is an old way to make an in-line graphic. Copy/Cut the graphic/box and paste it in the desired place in the text. Shift+drag blue dot is more elegant, I agree.
